Okinawa prosecutors have indicted a 20-year-old United States Marine for the murder and robbery of a 39-year-old woman in Naha, a case that has intensified local opposition to the American military presence on the island.
Devin Jacob Ballard, stationed at US Marine Corps Air Station Futenma, was arrested on suspicion of killing Anna Yagi on 3 October at a hotel in the Okinawa prefectural capital. The indictment alleges Ballard strangled Yagi with a telephone cord before stealing her backpack and wallet. While media reports indicate Ballard denied the allegations, Asahi Shimbun and Kyodo News cited investigators who said he made statements suggesting his involvement. Security footage reportedly captured a man believed to be Ballard entering the hotel with Yagi and exiting alone with her personal effects.
Prime Minister Sanae Takaichi described the crime as brutal and heinous. Her government registered a strong protest with the United States and demanded strict disciplinary action against US military personnel, along with thorough measures to prevent future incidents. Governor Genta Koja of Okinawa stated that the prefecture has repeatedly requested US action to prevent such events, viewing the alleged crime as a sign of a lack of discipline. The Marine Corps stated earlier this month that it is actively cooperating with Japanese authorities and extended condolences to the victim's family.
The indictment arrives as Okinawa hosts approximately 55,000 US soldiers, representing the highest concentration of American troops in Japan. This concentration has historically fueled tension, most notably in 1995 when tens of thousands protested following the abduction, beating, and rape of a 12-year-old girl. More recent cases have sustained the friction. In 2024, four sexual assault cases involving US troops occurred in Okinawa, including the conviction of Air Force member Brennon Washington, who received a five-year sentence for the rape and kidnapping of an underage girl. In 2025, US Marine Lance Cpl Jamel Clayton was sentenced to seven years in prison for sexually assaulting a woman.
Public anger manifested in demonstrations in both Naha and Tokyo earlier this month, where approximately 100 people gathered to voice their frustration. Social media reactions amplified the outrage, with one user posting that enough is enough. The legal process for Ballard will proceed under Japanese jurisdiction, with the indictment formalizing the charges of murder and robbery.
